I suggest trying out the free-trials that most companies provide to find out which pbx system best suits your needs. Ring Central is a good one and I am happy with their services.

Just recently we, at our small company, investigated just this very issue. We also had a bit of a problem as we noticed that some employees went over their plans regularly. Because we're a small company it was hardly worth calling in the consultants - but we needed a low cost solution. We found it, surprisingly, in the form of prepaid offers.
We noticed that prepaid unlimited plans were selling for less than our cheapest monthly contracts. So we started replacing expiring contracts with prepaid plans. Our current favorite is Straight Talk Unlimited for $45. Great price on a good network (Verizon).
The added benefit was that it is turning out to be an easy, simple way of doing things with no reconciling bills and paying different carriers.
Just thought I'd mention it.
